Germany Training Palestinian Police in Combating Narcotics

RAMALLAH, March 10, 2011 (WAFA) - The German Representative Office in
Ramallah has provided four specialized training courses in the field of
combating narcotics-related crime for 100 officers of the Palestinian Civil
Police (PCP), who are operating primarily in this field of crime, according
to the press release published Thursday.

After having successfully taken part in the course, graduation ceremony for
the 100 officers took place Thursday at the headquarters of the Judicial
Police in Ramallah.

The specialized training has been implemented by experts of the German
Federal Office for Criminal Investigations (BKA) in cooperation with
trainers of the PCP at the headquarters of the Judicial Police in Ramallah.
These training courses shall further improve the capabilities of PCP
officers on a sustainable basis especially for fighting against
narcotics-related crime, said the release from the German Representative
Office.

The cooperation in the field of criminal investigations between the BKA and
the PCP started already in 2008. Since then, as an outcome of this
cooperation, approximately 700 PCP officers have been trained so far, on the
basis of a Train-the-Trainer concept.

The BKA will continue this cooperation in the future.

“The training of Palestinian security forces is an indispensable requirement
for a functioning Palestinian state,” said the statement.

To this end, Germany hosted the Berlin Conference in Support of Palestinian
Civil Security and the Rule of Law, in June 2008, which resulted in the
international community agreeing to provide $242 million over the following
few years to support the development of a functioning police force and
judicial system in the Palestinian territories. Germany committed 15 million
euros.

“This training of the PCP is one example of Germany’s contribution to the
Palestinian Civil Police and a visible sign for the effective cooperation
with the Palestinian Police,” said the statement.

Germany is supporting the PCP with infrastructure projects and equipment as
well. The German contribution to the PCP is implemented in close cooperation
and coordination with EUPOL COPPS.
