Chico Menashe Israel Radio: Talk of Demilitarization is for Internal
Consumption

Chico Menashe, chief diplomatic commentator at Israel Radio said on the
Reshet Bet morning news magazine that the Netanyahu Administration is now
talking about the demilitarization of the Gaza Strip for internal
consumption in order to placate the Israeli public that is disappointed that
Israel is returning to "quiet for quiet" - an arrangement in which Hamas
will continue to build up their military capabilities.

Menashe said that he doesn't see how Israel could actually get a serious
demilitarization program implemented in the Gaza Strip in the coming years
via diplomatic means.

Minister Uri Ariel (Bayit Yehudi) commented immediately after Menashe that
Justice Minister Livni has always been proud of UN Security Council
Resolution 1701 that concluded the Second Lebanon War when she was FM - an
arrangement that was a dismal failure.

It should be noted however, that UNSC 1701 was an arrangement that provided
for an international force that ignored the Hizbullah weapons buildup in
South Lebanon. In this instance, the Netanyahu Administration has the
opportunity to take one lesson from the removal of chemical weapons from
Syria: the first step is to set numerical goals and timetables for the
destruction/removal of weapons.

Rather than looking for weapons with the option of not finding them, a third
party witnesses the destruction of weapons.

We have the unusual situation that those holding the weapons today are
boasting that they have them rather than denying their existence.

Bottom line: if the Netanyahu team puts some "meat" on their general talk
about demilitarization by talking of numerical goals and timetables - best
if even suggesting some figures - then the concept might be seen by Israeli
reporters as something more than just some move for internal political
purposes.
