NGO Monitor Statement on Soros Leaks

NGO Monitor August 14, 2016
SOROS DOCUMENTS HIGHLIGHT IRRESPONSIBLE AND UNACCOUNTABLE FUNDING TO
POLITICAL NGOS

- On August 14, a number of leaked documents from the Open Society
Institute funded by George Soros were posted anonymously by the anti-Soros
DC Leaks. http://soros.dcleaks.com/ .The OSI is one of a number of
frameworks by which Soros supports and enables radical political NGOs.

- According to these currently unauthenticated documents, OSI acts as
both a funder and lobbyist, advancing its agenda through engagement with EU
officials.

- As described in these files, the activities and grants provided to
NGOs involved in the Arab-Israeli conflict are funded through the OSI "Arab
Regional Office (ARO) - Palestinian Citizens of Israel", headed by Ammar Abu
Zayyad.

- The list of grantees (current and discontinued) is located here.
http://bit.ly/2bgcNvY ,

- This list of NGOs is similar to the comprehensive report based on open
sources and published by NGO Monitor in 2013: Bad Investment: The
Philanthropy of George Soros and the Arab-Israeli Conflict (How Soros-funded
Groups Increase Tensions in a Troubled Region), Alexander H. Joffe and
Gerald M. Steinberg, 2013 http://www.ngo-monitor.org/soros.pdf

- The 2013 NGO Monitor report includes a number of Soros funding
frameworks, that are not included in the leaked documents, meaning that- if
they are accurate- the actual funding is significantly higher than indicated
in these lists.

- The US-based New Israel Fund (NIF), funder of such politicized NGOs
such as Adalah, B’Tselem, Breaking the Silence and others, received
$837,000.

- In addition, a number of NGOs in the NIF network that deny the
legitimacy of Israel and Jewish sovereignty are also supported by OSI. These
include Adalah ($2.7m) and Mossawa.

- In addition to direct funds, OSI provides "Ad hoc support to grantees’
advocacy missions to the US and EU with the support from OSF’s DC and
Brussels offices." This support further enables the anti-Israel narratives
and messaging of these radical NGOs, fueling the conflict.

- Another leaked document, “Updated questions for hearings of
Commissioners-designate, September 2014”, http://bit.ly/2aMj1V7 stresses
the lobby efforts of the OSI’s “Open Society European Policy Institute.”.
These questions urge the EU to implement product labeling policies for
Israeli products produced in the West Bank, and call on it to support
Palestinian ascension to the International Criminal Court (ICC). (Page 4)
