Weekly Commentary: Engage Teva in "indefinite-delivery requirements
contract" for mRNA vaccine production

Teva is equipped to engage in mRNA vaccine production and is already
responsible for the storage and distribution of the Pfizer vaccine in
Israel.

So the question before the Bennett administration should not be if the
Government of Israel should establish the capability to produce mRNA
vaccines but instead how to expedite an arrangement which enables the
Government to dictate Teva's mRNA vaccine production when it believes it to
be necessary.

Some have suggested that since Teva's facilities are already within the
framework of Israel's Emergency Economy (meshek l'sheat herum or "Melah"
for short) that no additional arrangements are required. But Melah
requires declaring a national emergency, thus setting a very high bar for
implementation.

A more appropriate model would be something along the lines of the
"indefinite-delivery requirements contract" which the U.S. Department of
Defense has with SpaceX.

Under such a contract, Teva would commit to immediately produce mRNA
vaccines whenever the Government issues the order with the terms of
compensation preset.

And "immediately" is just that. "Immediately", since mRNA vaccine
production is the equivalent of a printing press.
