Donor aid only 15% of committed amount to PA

A Palestinian official said August 28 that donor aid to the Palestinian
people has reached only 15% of the pledged amount.
Majdi Khalidi, assistant deputy in the Ministry of Planning and
International Cooperation, was quoted by the Arabic daily Al-Ayyam as saying
that donor countries have met only 15% of the amount they promised in aid to
the Palestinian people in their May meeting. He said the committed amount
was $2.350 billion to support different Palestinian projects starting in
April and ending at the end of March of next year. He said of this amount,
$880 million would go to support the Palestinian budget, $350 million for
reconstruction projects, $770 million to finance job creation projects and
$350 million for development projects in infrastructure as came in the
Palestinian Development Plan.
Khalidi said the biggest part of the 15% paid so far came from
the Arab countries as part of their budget support program in the last six
months. He said the Arab countries paid $130 million out of $330 million
that was supposed to have been paid during the same period.
He said average monthly Arab and European aid since May amounted
to $30 million while aid between October 2000 and March 2001 amounted to $50
million every month. He said the US and Germany have pledged $300 million in
the next three years to support development projects.
At the same time, he explained, damage caused to the Palestinian
areas in April and May only as a result of the Israeli military incursion
was estimated by the World Bank at $350 million.
