How would the United States honor a defense pact in Israel's time of need?

The United State would honor a defense pact in Israel's time of need in
accordance with America's interests and subject to its technical abilities
to act.

And in the absence of a defense pact, how would the United States act in
Israel's time of need?

The United State would act in Israel's time of need in accordance with
America's interests and subject to its technical abilities to act.

That being the case, would a defense pact serve to deter Israel's enemies
any more than the current relationship?

Curiously, the written pact could end up spelling out a commitment that is
inferior to what our enemies perceive to be America's commitment to Israel's
security.

OK. Let's address the elephant in the room.

If we have a defense pact with the United States we will:

#1. Face pressure to make security concessions since our security is
ostensibly underwritten by America.

#2. Face pressure not to act against developing threats in our neighborhood
since in any case our security is ostensibly underwritten by America.

Simply put, an Israel-US defense pact would be superfluous and counter
productive.
