Map Committee Not In Trump Plan - Israel Not Prepared

The Trump Plan, as written, limits restrictions on Israel to "areas of the West Bank that are not contemplated by this Vision to be part of the State of Israel.". For the purposes of this discussion, areas of the West Bank that are contemplated by the Vision to be part of the State of Israel will be called "Israeli Areas".

Delineation of the Israeli Areas is thus critical since the Plan sets severe restrictions on Israeli activity outside of the Israeli Areas.

The Plan includes a "Conceptual Map" which expresses the "Vision" described in the Plan.

As the Plan is written, Israel can unilaterally determine if a given location is within the Israeli Areas contemplated by the Vision.

Contrary to restrictions now indicated by the United States, a review of the complete Trump Plan finds no reference to a joint USA-Israel committee to approve maps before Israel applies Israeli law to areas contemplated by the "Vision" to be part of the State of Israel.

One indication that this requirement was not anticipated by Israel is the fact that at this stage no announcement has been made by the Government of Israel regarding the composition of the Israeli team that will participate in the joint USA - Israel committee which, according to US officials, will approve the maps prior to Israel applying Israeli law to areas. Israeli officials contacted by IMRA could not provide information about the composition of the Israeli team when contacted Friday afternoon.
