USA Screwed up on evacuations in Katrina - UNRWA repeating the mistake

As of this writing UNRWA and other UN organizations continue to insist that instead of expediting the evacuation of hospitals and other facilities in northern Gaza to the safe zone established in south Gaza (literally a short walk away), that these facilities, which are being used by the Hamas terrorists as human shields, remain open.
The term "human shields" is actually a generous term to use to describe the role which Hamas sees for the civilians remaining in northern Gaza.
These civilians are more a "body count inventory" in the eyes of Hamas rather than "shields".
The logic provided by UN groups for not evacuating hospitals is that some patients may not survive the move.
Sounds like the challenge which is faced when a natural disaster causes a mountain of water to make its way towards hospitals.
Even America didn't always get this right.
"...From the storm's impending landfall through the ﬂooding of New Orleans, confusion grew over if, and when, hospital, VAMC, and nursing home evacuations should occur. Time was rushing by, lives were in jeopardy, and even when evacuations were ﬁnally deemed necessary, these institutions were not prepared to do it efﬁciently.... In all, an estimated 215 people died in New Orleans nursing homes and hospitals as a result of Katrina and failed evacuations."

There is no moral justification for the UN organizations to repeat the mistake.
